Born in Washington DC, the son of Rufus Taylor Cheyney and Lucie Marie Bolmar. He was married to Lillia Sanderson who was born in 1883 and died in 1919.

They lived in Washington DC where he practiced law. His death on June 6, 1913, like that of his father and grandfather, was sudden and unexpected for a man of only 40 years of age.
