Jeff was born in Quitman, Georgia, the son of William J. M. Thomas and Frances James Patterson.

He was married first to Lily Herndon in 1898 in Dalton, Georgia and in 1924 was married to Nancy Prulia Sims in Atlanta, Georgia.
