Known as "Frank" he was born in New York, the first son of Richard Gibbs Porter and Mary Tibbits Salter. Although he was born in New York his parents had established their residency in Apalachicola, Florida in 1838. He therefore served in Company A Light Artillery C.S.A, during the Civil War.

Frank was married about 1875 to Emma Hobart and that union was blessed with a son, Edmond Hobart. He was married a second time in 1878 to Georgia Ida Stow, who bore him two children: Francis Rodman and Marietta Ida (Metta) Porter.
