She was born the sixth of ten children of Rev. William Salter Porter Sr and Effie Amanda Walker.

Julia received her education at Montreat College Normal, Flora McDonald College (now St. Andrews University) in 1925, and Duke University in 1939.

From 1931 to 1969 she taught school and was the librarian at the Thornwell Orphanage in Clinton, South Carolina.
